Your idea that the wave function of quantum physics represents the forward passage of time itself sounds like new age pseudo science to me.

Answer
Not at all this theory is based on the mathematics of quantum mechanics and a traditional view of a hierarchy. Beginning with the atoms and ending with complex biological organisms and the movement of the planets and stars.

Does your idea that Heisenberg's Uncertainty Principle is the same uncertainty that we have with any future event explain how the observer collapses the wave function just by looking at it?

Yes! The so called observer effect is explained in this theory because light has to come in contact with our eyes for us to see therefore our eyes collapse the w-function just like any other object in our Universe by coming into physical contact with. This is a universal process that is happening all around us. The wave particle duality of light is continuously collapsing and reforming. In a process we see and feel as the passage or flow of time.

What part does consciousness play in your theory?

Consciousness is the most complex form of this process and can therefore comprehend this process as a future and a past. Because the laws of physics are universal therefore this process formed by the wave-particle duality of light must be happening everywhere and must effect everything even consciousness itself. We know that our brains’ work by electrical impulses forming chemical changes, this electrical activity forms electromagnetic fields.
In this theory these electromagnetic fields are governed by Heisenberg's Uncertainty Principle and there is a link between electrical potential and future potential. It is time variations within electric fields that act as a source for magnetic fields and time varying magnetic fields is the source of the electric fields. When one field is changing in time, then a field of the other is induced. Human thought is the most advanced form of this universal process and can therefore comprehend this process as a future and a past.

But you can’t truly explain consciousness without also explaining why we have free will

Free will is formed because we are an innate part of this process and can choose when and where to collapse the wave function. Forming our own evolutionary path or time line, in over words future!
